Overview[]

For detailed information concerning the History and formation of the planet originally named Devon, (See Ahead Full, Chapter 9).

The planet Bethany Anne prepared during her Baba Yaga phase[1] for her exile. A safe haven, highly defended and hidden from common knowledge. BA has a base on the northern continent, where the planet is populated. The southern continent is wild land. Bethany Anne has now left High Tortuga in Barnabas’ hands while she fights from Devon.[2]

BA and the others start calling the original “Devon” High Tortuga as a way to obscure the real Devon. Eventually Bethany Anne decides that she needs to protect Devon from the rest of the Galaxy so finds a different planet that she names “Devon” and renames the original planet “High Tortuga”.

She built several hidden bases and underground garages where she hides the battleships that the rest of the galaxy think were destroyed as part of the deal to switch the Empire over to a Federation.

Plans were being put into place to send a computer virus out that would alter all of the maps replacing the coordinates of old Devon with the coordinates of New Devon.  And ensuring that there were no maps with the Old Devon, now High Tog coordinates on them at all.

The next phase was to try and figure out a way to alter people’s memories without using vampire powers.

Is the planet Federation or not? In theory no, but as Nickie notes in Birthright, "If they bow to my aunt, then it’s a fucking Federation planet no matter what they dress it up like. I bet there’s Coke in every bar, a huge cemetery, and a suspiciously low crime rate planet-wide."[3]

The attraction of High Tortuga is it is rich in ores, no indigenous sentient life, not wildly inhospitable, and most importantly, either not controlled by a government or very far from the government’s central location.[4]

There are one-point-six billion people on High Tortuga at the time BA/Baba Yaga takes over the planet.[5]

Infrastructure[]

Almost everyone lived on the Northern continent as there were very large animals that lived on the Southern Continent.

Northern Continent - There were seven large cities, dozens of medium-sized and hundreds of smaller towns dotting the Northern Continent.

While Michael was checking out the external, real time video's of the planet surface, he sees a big snake and with Eve's help he is able to focus on it as it moved, than suddenly a huge reptilian foot squashes it. Which results in his fascination with hunting and grilling a Dinosaur.

In Bethany Anne's private quarters of the secret base, deep underground, her and Michael's twins are born.

Bethany Anne tells Admiral Thomas to build another layer of BYPS out further in their solar system and build a space station and ship building yard. Since the system hadn't been named, Admiral Thomas names it “QTC-12-T2”  aka QT2. The Base station is named QBBS Helena.

Shinigami modifies the information about High Tortuaga to say that there were severely hostile plant and animal life forms, possibly including indigenous sentient life, and that the original settlers had lasted just long enough to build fairly respectable-looking cities before being brutally killed off by the local animals and a host of nasty diseases. The only alien life remaining on the planet, she put in there, was a series of fanatical cults that sacrificed new settlers[6]

BA/Baba Yaga's evolution of the planet from crime haven to reasonable society is a major plot line in the book. At this point the crime lords who have survived her purge are calling her "Mistress of the Planet"".
